Trump signed an EO Friday waiving many Russia-related sanctions and tariffs days before they took effect under the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 (signed mid-September). Waiver covers duties on Russian goods and penalties on buyers of Russian oil/gas; law would have imposed tariffs up to 100% on goods from the five largest importers of Russian crude/gas. Trump certified the waiver as in the national interests of the U.S. Waiver stands until he or top officials determine "further action is appropriate." Sen. Thom Tillis (R-NC) called it "beyond irresponsible."
